Is this essentially a replacement mount for the buffer tube xxxx since you remove the spring guide?

Correct! This goes inside the gearbox and acts as the back end of the spring guide would. The perk to this is that it frees up the space in the gearbox that would normally be taken up by the spring guide shaft.
